Truman Club Dinner - Every year the Truman Club hosts a dinner in Stockton. This year, the dinner is tomorrow (Sept. 14). Due to the late notice and close proximity to this meeting, the Chapter Board purchased a total of six (6) tickets for this event, which will be available at the front door.

New Business:

Valley Chapter Elections - Tonight, with a motion to open nominations, the Valley Chapter will start the election process for its new Board of Directors. In order for the Chapter to fall back into compliance with PORAC rules, we will hold elections for all positions, however, the President, Secretary and State Director positions will all be elected for a one (1) year term. In 2008, elections will then be held for each of those positions for a full two (2) year term. The Vice President and Treasurer will be elected for complete two (2) year terms, beginning with this election. Once nominations are opened, they will remain open until just prior to the actual elections, which will take place at the October 11 meeting in Stockton.

Ceres POA/Measure 'H' - Read a letter from Ceres POA requesting a public endorsement from the Valley Chapter and PORAC for Measure 'H'. Measure 'H' will provide a half cent sales tax within the city of Ceres that will go strictly toward Public Safety. The measure was successfully put on the ballot for the November 2007 election.

Small Association Assistance - The Valley Chapter has received two letters requesting financial assistance for members to attend the PORAC Conference. The two associations are San Joaquin Delta POA and Stockton Unified School District POA.

Peace Officer Memorial Ride - Detective Dan Koontz will be making the Memorial Ride to Washington D.C next year. The cost of this trip is $1500.00. Elk Grove POA has contributed $1000.00 and is requesting whatever financial assistance possible from the Valley Chapter.

Ilsa Von Leden:
Lt. Jeff Monroe for Woodland City Council - Lt. Jeff Monroe has been elected for two terms and will be running for a third term. The Mayor for Woodland is decided by who gets the largest number of votes during the elections for Woodland City Council. Our goal is to get Lt. Jeff Monroe the necessary votes to get him not only elected, but also the highest number of votes. In the last election, he lost out on the Mayor seat by only 4 votes.

Chapter Board of Directors / PORAC Conference Expenses - Traditionally the Valley Chapter has paid for the Executive Board to attend the PORAC Conference each year. This helps facilitate a smooth transition into the new Board.

Andy Schlenker:
Request for Assistance for Stanislaus County DAI - The Stanislaus County DAI is hosting a reception in honor of retired Stanislaus County District Attorney Jim Brazelton, who recently and unexpectedly passed away. Stanislaus County DAI is footing the bill for the affair and it is quite expensive and expected to reach between $3000-$4000. Stanislaus DAI is asking for some assistance from the Valley Chapter.

Jason Jasmine (CB&M):
San Joaquin County - PORAC LDF has selected Carroll, Burdick & McDonough to prepare the amicus curiae brief to the California Supreme Court on behalf of PORAC LDF in Spielbauer v. County of Santa Clara. CB&M would like to thank PORAC and PORAC LDF for selecting us for this case.

PORAC Scholarship - The PORAC Executive Board recently selected four association for the PORAC Conference Scholarship. Two of those association in Region II are the San Joaquin Delta College POA and Lemoore POA.

Orange County Benefits - Richman's benefits initiative is going forward. Supervisor John Morelock is actively attacking the retirement benefits of the Orange County Deputies. Keep a close eye on this debate. If Supervisor Morelock succeeds, this could hit every agency.

Russ Reinhart (PORAC Treasurer):
PORAC Audit - The PORAC books were recently audited and given a clean bill of health. If you would like to review a copy of the auditors report and the proposed budget, we will provide a copy for you.

Medical Trust - At the August meeting of the Board of Directors, an Ad Hoc Committee was formed to look at the feasibility of a Medical Trust. At the PORAC Conference, a proposal to create a third PORAC committee will be announced. The name of the proposed committee will be the Retired Medical Trust. There is currently a bill in the works that will allow PERS participants to pre-fund medical costs. Legislation will allow employees to create their own trusts to pre-fund their own retirement.

Andy Schlenker (PORAC LDF):
LDF Expansion - LDF is continuing to look at options outside of California. This decision is insurance based. The more LDF spreads out, the more stable the rates. Recently LDF met with the National Border Patrol after a shooting that occurred. The council voted to make all of their members part of PORAC LDF. Currently, PORAC LDF has approximately 69,000 members and $6,000,000 in reserves.

Resignation of Larry Friedman - Larry Friedman decided to resign as the Legal Administrator in August. Ed Fishman has been selected as the new Legal Administrator.

Ed Fishman (PORAC LDF Legal Administrator):
Introduction - Took time to introduce himself and described the first month and a half in his new position as Legal Administrator as "exciting." Said he hopes to carry on his duties with as much fairness and caring as Larry Friedman.

Berkeley - The City of Berkeley established a Police Review Commission which hears and administers complaints. When a complaint is made, the I.A. process is started with in the department. As the I.A. is ongoing, the PRC holds a separate investigation publicly. LDF sponsored affirmative relief and won. Berkeley was not satisfied with the ruling and filed an appeal. Once the appeal was filed, the PRC started conducting its business as usual with the belief that it did not have to follow the ruling once their appeal was filed. The PRC was advised to cease their process. They are continuing their appeal.

Dave French (PORAC I&B):
Benefits - During negotiations, your agencies hire consultants to find ways to creatively pass medical costs onto you in the medical plans. PORAC recently hired a consultant to assist with this. In June 2007, SEGAL, a benefits consulting company released a newsletter addressing this issue. It is very important to read. Copies will be made available on request.

Association Reports:
San Joaquin Delta POA:
Just settled contract.

Stockton Unified School District POA:
Currently in negotiations. Remaining optimistic.

Ceres POA:
Just settled contract.

Sacramento POA:
As many know, former Sacramento Police Chief Art Venegas landed a civilian job as a Police Commissioner in Camden, NJ. He has been in this role for about nine months and reeking havoc. The police association there contacted the Sacramento POA asking for assistance when Venegas was being considered for the full-time position. Sacramento POA was happy to help and sent a team to assist. The team spoke publicly against Venegas. The City of Camden agreed with the Camden Police Association and Sacramento POA and is no longer employed there.

Elk Grove POA:
Addressed the letter originally sent by the City Manager (mentioned in previous minutes). The POA is now looking into a salary survey and MOU with the city. Additionally, we will be hiring 32 more officers.
