Motion: Mike Hicks made a motion that would cause Valley Chapter to wait to offer any political endorsements until after the filing dates closed and the Chapter had met with each candidate seeking endorsement.
- Mark Smith - Said he opposed a blanket non-endorsement motion, as some situations may warrant an endorsement
- Randy Beintema - Said there are bylaws in effect that prevent endorsements without all affected associations offering support for a particular candidate.

Kip Ringen:
Proposition 75 and 76 - Informed members of the absolute necessity to defeat specifically Prop 75. Indicated mailers have been sent out and that it will take every member talking with their friends and family to defeat the proposition. If Prop 75 were to pass, it could effectively cause political funds to drop over 40%.
- California State Association of Counties has indicated it is opposed to Prop 75, but in favor of Prop 76.
- Mike Cavallerro - Prop 76 would give the Governor line item powers with the approval of only 14 senators.
- Ringen - All of us need to get out and vote.
- Souza - Open invitation to attend a training seminar on Prop 75 at PORAC HQ on 09/12 from 1300-1500 hours
C.O.P.S. Organization -Bad for law enforcement. Please talk to those agencies you know are affiliated with C.O.P.S.. We are prepared to visit that agency and provide a presentation and bring them into PORAC.
PORAC Elections - Ron Cottingham and I are running for President and Vice President again. Ron is an amazing worker and the most dedicated person ever to serve. Although we are running unopposed at the moment, I would like to ask that Region II provide an endorsement.
- Randy Beintema - We cannot provide an endorsement, as less than 50% of associations are present
- Mike Cavallero - Central Valley Chapter has already endorsed Cottingham/Ringen

11th Annual BBQ - Being held for Machado, Garamendi and others on 9/16/2005 with a price of $40.00 per ticket. These people have always been very supportive of PORAC and the Valley Chapter. Would like to entertain a motion to purchase 6 tickets for Valley Chapter members to attend

2nd Annual Jerry Griffin "Tour de San Diego" M/C Charity - Received an email regarding this poker run in honor of a fallen San Diego officer. It is set for 09/25/2005. Anyone interested can contact Souza and get the email forwarded to them

Prop 75 Training - Is set for 09/12 at the PORAC HQ from 1300-1500 hours. Jim Bock will be attending. There are approximately 15 seats left. If you would like to attend, contact Barbara at PORAC tomorrow to reserve your seat

No News - E-Board has not met since last Chapter meeting, so there is no news from that front

Possible Bylaws Changes - At the PORAC Conference, there will be changes on the table to make an ammendment to increase PORAC PAC dues

Endorsements - Randy suggested that the Chapter take a position of support for the Cottingham/Ringen ticket at the October Chapter meeting
Kip Ringen:
Bylaws Proposal - A bylaws ammendment will be on the table at the PORAC Conference requesting that retired members be permitted to join through the local Chapters. Their dues would subsequently be paid to the Chapters and the Chapters would then send the dues to the state level of PORAC

FMLA - Discussed the limitations that exist in the FMLA. Paul Konsdorf elaborated on a current suit that is developing in Stanislaus County
Paul Brown:
AB 240 - Paul reintroduced the legislation that was brought to the attention of the Chapter at the meeting on 06/09/2005. Jim Bock informed the members that AB 240 was designed to increase restrictions on 290 registrants who are on parole. If passed, AB 240 will prevent 290 registrants actively on parole from being able to live within 1/4 of a mile from any public, or private K-12 school and preschool. PAul said he would check into the status of this bill and report at the next Chapter meeting
Tim Davis - Sacramento POA:
Association Elections - Sac POA elections are coming up. The current V.P. will most likely take the position of President.
Contract Negotiations - POA recently ratified its contract with the city
Unfair Management Practices - Management has been trying to judge probationary officers and officers looking to promote, or transfer by their statistics. This has caused numerous probationary officers to preempt ptiority calls to take calls that will increase their stats, for fear of being fired. Probationary officers are being compared to other probationary employees.
- Paul Konsdorf - Said association has a duty to protect their probationary officers. Advised to schedule a meet and confer with the management to stop the practice.
