I. Meeting called to order at 1907 hours by President Dave Souza

III. Moment of Silence
IV. Introduction of Special Guests

1.  Tom Berryhill, Candidate for 25th Assembly District was introduced and spoke briefly.  He will be seeking an PORAC endorsement. 

V. Approval of Minutes

1.  Minutes for June and August were reviewed.  Motion by Ridenour to accept.  Second by Schlenker.  Motion carried.

VI. Treasurer's report

1. Paul Brown provided the report.  Checking account balance is $16,252.78.80 and the PAC account is $48,260.82.  Motion by Doug Ridenour to accept, second by Andy Schlenker.  Motion carried.

VII. Old Business

1.  Received requests from San Joaquin Delta College POA and Modesto PMA for financial assistance in sending a delegate to the conference in November.  Motion by Paul Brown to provide $750 to each association.  Second by Ridenour.  Motion Carried.

 VIII. New Business

1.  David Griffin of Lodi POA made a motion to endorse Dixon Flynn for Lodi City Council.  Second by Vern Gladney.  On discussion it was determined that Lodi PMA was not solicited for a position.  The motion carried pending either approval from or an agreement to remain neutral from Lodi PMA.

2.  Mark Smith of Stanislaus DAI made a motion to endorse Ted Howze for Stanislaus County Board of Supervisors District 2.  All affected PORAC member organizations were contacted and either were in agreement or remained neutral.  Second by Larry Seymour.  Motion Carried.

3.  Mark Smith made a motion to donate $1,000 from the PAC to the campaign of Ted Howze.  Second by Larry Seymour.  Motion carried.

4.  Gordon Gray of Stockton POA made a motion for Valley Chapter to support Measure W in the City of Stockton.  This is a funding bill for public safety.  Second by Jim Bock.  Motion carried.

5.  Gordon Gray made a motion to donate $1,000 to the Yes on Measure W campaign.  Second by Dave Griffin. Upon further discussion Gordon Gray amended his motion to donate $2,000 to the campaign.  The motion as amended was seconded by Dave Griffin.  Motion as amended was carried.

6.  Randy Beintema made a motion to donate $1,000 to Jeff Denham who is running for Assembly District 12.  Denham has already been endorsed by PORAC.  Second by Andy Schlenker.  Motion carried.

7.  Randy Beintema made a motion to donate $500 to Jim Ridenour, Mayor of Modesto, to assist in retiring campaign debt.

8.  Paul Brown made a motion for the Valley Chapter to pay for the meal for this evening for all PORAC members present who are not Valley Chapter members.  Second by Schlenker.  Motion carried.

IX. Reports

A. PAC

1.  Randy discussed PAC issues during the Region II meeting.

2.  Proposition 66 was discussed.  This prop would reform the three strikes law for the worse.

B. Insurance and Benefits

1.  None

C. LDF

1.  Andy Schlenker discussed several pending cases being handled by LDF.  Andy then spoke about his re-election to the LDF trust.  Andy is the incumbent and has served on the LDF trust for seven years.

D. Service Provider's Reports

1.  It was reported that Bill Ames is the new President of PORAN as of 9-8-04
