III. Moment of Silence for Fallen Officers
-Meeting Suspended to hold Region II meeting.
IV. Introductions of Special Guests
1. Lois Wolk, Yolo County Board of Supervisors, Candidate for the 8th Assembly District
Lois Wolk spoke later in the meeting and again requested Valley Chapter's
endorsement. The thirty day period had elapsed since her last request and no
associations had raised an objection. Motion was made by Mark Smith for Valley
Chapter to endorse Wolk for the 8th Assembly District. Seconded by Joe Schmidt.
Motion carried.
Motion by Andy Schlenker to donate $500 to Wolk's campaign. Seconded by Greg Simpson. Motion carried.
2. Larry Morse, Merced DA and Candidate for the 26th Assembly District
Larry Morse spoke at this time and requested PORAC's endorsement for his
candidacy. Larry is the Chief DDA in Merced County and has worked previously in
the State Senate. Motion not made at this time as other associations in the 26th
District need to be contacted.
3. Lisa Montaro-Moore, Congressman Condit's Office and Candidate for Ceres City Council.
Lisa asked for PORAC's endorsement. Will be waiting for endorsement from Ceres
POA before getting PORAC's endorsement.
V. Approval of Minutes
1. Motion to accept minutes by Schlenker, 2nd by Simpson, Motion carried.
VI. Treasurer's Report
1. Andy Schlenker reported that we have $14,863.99 in our general account and over $25k
in our PAC account.
2. Motion to accept treasurers report by Beintema, second by Papadopoulos, motion
carried.
VII. Old Business
1. Randy Beintema was congratulated on his promotion to sergeant. It was pointed out to Randy that he always gave others a hard time when they were promoted so it was now time for pay back.
VIII. New Business
1. Greg Sebold resigned as Vice President of Valley Chapter. The position is open and will
be filled in the coming months.
2. PORAC started a fund to assist NYPD and the families of the fallen officers there. The
fund is set up at the Golden One Credit Union. All associations are encouraged to donate to
this fund. Motion was made by Joe Schmidt to donate $2,500 from the Valley Chapter to this
fund. Seconded by Schlenker. Motion carried.
3. PORAN is working on a proposal to allow state and local peace officers to be used as
security on airlines. Several other organizations are looking into this also.
IX. Reports
A. PAC/OGA:
1. Rocklin POA was given he Rick Boratta award. Five other associations in Region II had
applied.
2. Beintema made a motion to endorse Dario Marenco for San Joaquin BOS. Seconded by
Greg Simpson. Tabled until next month's meeting for thirty day wait.
3. Beintema discussed PORAC's withdrawal from NAPO. Stated this will be discussed at
the Conference.
B. Insurance & Benefits
1. Mike Cavellaro said PORAC is looking for an Administrative Assistant to work on I&B. Also stated that the Fresno Deputy who was recently killed was a member of PORAC LTD and as such his family will receive a $50,000 death benefit.
C. LDF:
1. Andy Schlenker discussed some proposed by-law amendments that will come up at
conference for LDF regarding the Border Patrol. They want to eliminate the requirement for
the one Border Patrol local that is located in California to have to become limited PORAC
members. Other Border Patrol locals that aren't located in California aren't required to
become limited PORAC members.
2. Schlenker also stated that LDF payouts are up this year to over one millions dollars. LDF
has paid for defense on some very expensive cases.
D. Service Providers:
1. OE3 will have a booth at the conference
2. Chris Miller discussed a case involving San Jose PD in which the PD created 30 light duty
positions for disabled peace officers instead of letting them retire. 9th circuit ruled that was
discrimination.
3. Bob Phibbs reported they negotiated a contract for San Joaquin County DA Investigators
and got a contract that gave 11% raises over 18 months.
E. Association Reports:
1. RPOAC will have annual meeting at conference.
2. Yolo DSA in negotiations. Having problems with a PERS actuarial study
3. Stanislaus DAI settled contract and got 3% at 50 retirement.
