Kosta Panos - At last month's meeting, Lt. Trulsson from Stockton PMA announced the severe medical condition of PORAC member Kosta Panos, who is a Reserve Peace Officer with Stockton Police Department. His condition improved after arriving at Stanford and he has returned home, however, due to his illness he has not been permitted to return to work and has not income. As such, money issues have been extremely tight and he needs any assistance that can be provided.

Service Providers:
Philip Mastagni (Mastagni, et. al.):
Aircraft parts - Many who are familiar with the Lake Natoma helicopter crash know that a case has been ongoing. The decision is sealed, however, it should bring to question how and where the items are procured from and under what laws they are being manufactured under. In this case, we overcame these obstacles, but it was not easy. Procurement personnel need to make sure they are aware of where the parts originate, as the laws and standards of this land may not apply.

Steve Welty (Mastagni, et. al.):
Stockton POA - A case surrounding false allegations of excessive force and dishonesty that resulted resulted in the termination of an officer was overturned through binding arbitration. The officer was ordered reinstated and made whole.

Emily Beeze - Introduced their new sales representative to the Roseville office.

Blue Cross Rates - Blue Cross rates have been voted on. There will be a slight increase, however, we are not able to give out the exact rates and numbers until the deal has been approved by CalPERS.

Online Membership - We are doing our best to move to a fully automated system. Please use the online system as we work on getting everything fully online.

Randy Beintema (San Joaquin County DSA):
State Updates - The full Board met today. Will be back in session on Saturday, May 10.

Governor's Budget Revision - Anticipated it will be released mid-May with an estimated shortfall between 12-18 billion dollars. There is talk of using Prop 172 funds to cover some of the shortfall, however, this would create a huge impact on local jails and probation departments, as it would set free thousands of prisoners, some of whom are dangerous offenders.

PORAC Conference - This year, it will be held in Monterey and will be sponsored by Region II.

Possible bylaws issue - Controversy has come up again regarding RPOAC. It is very likely that this will be discussed at the Conference.

MRSA Presumptive - This bill is currently moving forward at the Capital.

Mark Tyndale (Sacramento POA):
Kevin Johnson for Sacramento Mayor - Last month, the Chapter voted to endorse Kevin Johnson in his bid for Mayor of Sacramento. Polls are showing he is leading, however, Mayor Fargo has been running a very negative campaign and there is some concern that she could recover.

Paul Brennan (San Joaquin County Probation POA):
Prop 172 Issue - Just a reminder that if the Governor is successful in turning to Prop 172 funding, it will hit county probation departments extremely hard. Probation officers are already over loaded. This will make matters worse.

Matthew Davis (Yolo County DSA):
Budget Woes - Cuts have significantly affected additional services and placed task forces on hold.

Brent Meyer (Sacramento POA):
Memorial - We will be hosting a hospitality booth at the command post during the memorial.

Mariko Yamada (Yolo County Board of Supervisors):
State Assembly Race - Introduced herself to the Chapter and apologized for not making it sooner. Announced that she is running for the 8th Assembly District seat. Although she realizes she is too late to request an endorsement, she wanted to let the Chapter know that she is dedicated to law enforcement and looks forward to working with us.

Next Meeting - The next meeting will be hosted by Sacramento POA and will be on June 12 at the new Sacramento POA building in Sacramento. Check the Chapter web site for directions.
