By-laws Update - The by-laws have been submitted to PORAC counsel to make sure they are acceptable and should return by next month with their suggestions for voting.

Galgiani Fundraiser - Steve Walker attended the Galgiani fundraiser and said it was well attended and a success.

New Business:

    Reports:
    Ron Cottingham (PAC/OGA):
    AB1648 - Met with bill author Mark Leno last month. This bill, if passed would remove peace officer rights. PORAC has taken the lead along with several other statewide associations to stop this bill. When Leno realized his bill was dead, he decided to pull it.

    SB1019 - Bill similar to Leno's bill. This one has been authored by Romero. Romero was chastised by the Vice Chair of the Public Safety Committee and told to go back and work with PORAC and the other unions for a more suitable bill. PORAC has met with Romero's staff and she has pulled the bill and agreed to meet.

    AB419 - Introduced by Lieber, this bill aims to expand 4850 time to include school police. It is has made it through the Assembly Insurance Committee. It has been said that the Committee on Appropriations intends to attached alot of zeros to this bill. PORAC is not sure how far the bill will go. Regardless, PORAC is behind it.

    SB110 - Bill authored by Romero that will create a commission that will review all sentencing issues and ultimately be charged with creating new laws as a result of their findings. This is not a good bill. PORAC is trying to work with CCPOA to make it better.

    SB756 - Authored by Ridley-Thomas, this bill would study the best practices for preparing and administering a photo line-up. Following the study, recommendations would be made to P.O.S.T.

    Mike Durant (PORAC):
    Recruitment and Retention - Has been in contact with several Valley Chapter associations in regards to meeting attendance and ideas on how to get members more involved. PORAC is working hard to retain current members and is actively recruiting. Contact me if you would like me to meet with an association about their becoming members of PORAC.

    Andy Schlenker (LDF):
    SB440 - LDF has filed a friend of the court brief on this bill, which refers to binding interest arbitration.

    Spielbauer - The California Supreme Court has agreed to hear the Spielbauer case. A Trustee meeting is coming up shortly and we will decide how we will handle this case. It is a tough call, as 50% seem to agree with the ruling and 50% seem to disagree.

    Ivory Webb - This case involving the shooting of a veteran after a police chase is finally headed to a jury trial.

    Maria Jimenez (I&B):
    Introduction - Introduced herself as PORAC I&B Manager

    I&B Sub-committee - A sub-committee has been created to discuss medical retirement and implementing and maintaining a trust separate of I&B. We are seeking input from members.

    AFLAC - Anna Reed has been named as the new PORAC/AFLAC representative. Feel free to contact her with any questions you may have.

    A Plus/California Casualty - Susan Frantz is a new representative for APlus. Additionally, California Casualty is announcing a new benefit for its members. If an officer is killed in the line of duty, they will waive the insurance premiums for the remainder of that year and the following year.

    Service Providers:
    David Mastagni (Mastagni, et al.)
    Grant Unified - An FLSA suit was commenced after the district failed to calculate overtime pay correctly. The case was close to settlement, until the district hired a lawyer who recommended that they fight. The district claimed that it was immune from being sued. As a result, we named each member of the board as a party. The district decided it would drop their end of the case.

    Stockton Unified Schools POA (Robert Matthews):
    Contract Negotiations - Will be starting next month.

    Sacramento POA (Brent Meyer):
    Introduction - Announced he is the new president of Sacramento POA and looks forward to attending more Valley Chapter meetings.

    Next Valley Chapter Meeting:
    Will be hosted by the Calaveras County DSA at a location TBA on June 14, 2007.
