Ken Diaz (Tuolumne County DSA:
Measure P - Tuolumne county will have Measure P on the ballot in June. Measure P would put in place a sales tax of 1/2 cent, which would be used to assist all public safety personnel in Tuolumne County. Currently, the firefighters have put $14,000 into this campaign and have requested that the DSA match their funds, however, with an impasse declared in negotiations, the DSA simply cannot come up with those numbers. The DSA would like to ask the Valley Chapter for support.

Upcoming Elections - Tuolumne county currently has two Supervisor seats up for election. DSA has chosen to endorse District 3 incumbent Merita Callaway and District 5 incumbent Victoria Erickson. The city of Angels Camp has informed the DSA in writing that they are remaining neutral in the election.

Upcoming Elections -
The state Board met last week and pretty much covered the heated races for Governor, Lt. Governor, Treasurer and Controller. In following the above races, the Board is focused on those candidates who will protect our pensions.

Police Week - Last week was Police Week in California. PORAC was busy with two meetings, PORAC Legislative Day and the memorial service. Aaron Reid and Associates provided those people who attended a small packet which contained talking points regarding the legislation PORAC was hoping to see succeed.

In-house Services -
We have finished transitioning to an in-house operation. This transition has made it much easier to communicate with PORAC members. So far, it has gone smoothly and we have not received any complaints through out the process.

Andy Schlenker (LDF):
Membership Update -
A few years ago, PORAC went out of state to increase membership levels and keep rates low. As a result, PORAC LDF operates in 14 states and provides the best legal defense plan in the country. LDF is now 64,000 members strong.

Riverside County - Filed a request with the courts to make a case regarding officer dishonesty public.

San Francisco - LDF is involved in a case that will decide whether a claim has to be filed against an agency before pursuing a violation of POBOR.

Yuba County - Chris Miller is currently defending deputies in a case where their agency refused to defend them.

Woodland - A female officer who conducted a traffic stop was terminated for dishonesty based upon the way she wrote her reports after she indicated that she writes all of her reports in such a manner. After a fierce battle, the courts ordered her to be reinstated , however, the City Manager refused to honor the order. A writ was files with the courts and after a seven month struggle she was reinstated.

Gary Messing (Carroll, Burdick and McDonough):
Davis Police - As briefly mentioned last month, the Davis Police were under intense scrutiny after a Muslim girl was arrested for committing a hit and run. While being questioned, the suspect and her family were evasive and lied. The suspect was taken in to custody. This case was extremely tough, because of the suspects age. Being that she is a minor, the judge placed a gag order upon the defense. The family actually appealed to the court to make everything public. They wanted to bring the entire case to the public and hopefully ruin the officers. The court declined. The family went public and slandered the officer, department and chief in the papers and aired media, calling the officer a racist and accusing the officer that he laughed at her and consistently made fun of her.

A few weeks ago, the judge, who wanted nothing to do with the case dismissed all of the charges against the girl. LDF got involved in an effort to unseal all of the recordings and make them public. The judge agreed. The District Attorney office placed all of the interview tapes that the officer had recorded and made them available to the public. The tapes proved that the officer never laughed at the suspect and never raised his voice at the suspect. The tapes proved that the family was lying. As a result, the family petitioned the court to have all of the records sealed and removed from public access. The City Council and numerous others apologized to the officer and department once the truth was heard.

Greg Murphy (El Dorado County DSA):
Vern Pierson - Eldo DSA would like to thank the Valley Chapter for its endorsement of Vern Pierson. With that endorsement, the Valley Chapter also contributed $500.00 toward Pierson's campaign. Since that time, the opponent has belittled every Pierson backer, including the Valley Chapter for their endorsements, saying they do not understand what is going on. As a result, Pierson has had to increase his spending. I will like to ask for an additional $500.00 contribution to Pierson's campaign.

Yolo County DSA:
Yolo recently transitioned to two-man units for the night shift to increase safety. There has been mixed feelings throughout the ranks about two-man units. If any other associations have two-man units, please provide us with input.

San Joaquin County DSA:
Last Tuesday, Captain Serpa died of a massive heart attack.

Davis POA:
Current in the middle of negotiations. Our POA has had to take a hard look at the way we handle things. This recent case has come at a difficult time, during negotiations. Davis POA has created a web site to promote the association and hopefully improve the image that the public has of us. We are hosting a concert coming up and are trying our best to get involved within the community.

Based upon the recent activities in the city, the POA has established its own PAC fund to assist those running for city council, who we feel will be the best.

Recently, we have been slung through the mud by media. We have had numerous officers leave, because of the horrible way we have been wrongfully portrayed. KGO News at of San Francisco literally stalked Officer Ly. They videotaped him getting into his patrol car, followed him around and videotaped traffic stops and used creative editing to twist his words around.

There is also a new web site that has surfaced. It is known as www.caroleonline.com. CAROLE stand for Community Advocating Responsible Oversight of Law Enforcement. This group believes that it is unimportant to reveal who they truly are, so they are hiding under the guise of an "umbrella organization". Please read the flier sent around from CAROLE. Be careful, because something like this can easily come to your city.

Tuolumne County DSA:
We are currently at impasse in negotiations. There are four people running for Sheriff from inside the department. Additionally, there are two Supervisor seats up for election in June.

Good of the Association:
Paul Brown:
The California Republican Party is launching an ad campaign to promote their anti-union agenda. They have purchased media time and plan on attacking the union leaders with claims that they are not representing their members. Be prepared to see police and firefighters in these ads.

Conference is quickly approaching. Ron Cottingham has announced his intention to seek re-election as President. Kip Ringen has announced that he will not seek re-election. Current PORAC Treasurer Mike Durant has expressed his intent to run for PORAC Vice President. In the event that Durant does win the Vice President's seat, he will have to vacate his role as Treasurer mid-term. In the event this happens Russ Reinhart and Shawn Du Fosee intend to fill the vacancy.

Remember that each association has a vote and each vote counts. Whether voting in person, or through other means, your association votes count.

Next Valley Chapter Meeting:
Will be hosted by the San Joaquin Delta College POA on June 08, 2006 at Cactus Mexican Restaurant in Woodbridge.
