Old Business:

New Business:
Gary Vernon (Stanislaus DSA):
Les Weidman for Supervisor - Stanislaus County DSA has chosen to endorse Les Weidman for the District 2 Stanislaus County Board of Supervisors seat. He is an avid supporter of law enforcement.

  • Motion - Gary Vernon (Stanislaus County DSA) to ENDORSE LES WEIDMAN FOR DISTRICT 2 BOARD OF SUPERVISORS
Second - Larry Seymour (Stanislaus County SA)
    No Discussion
Motion Carries (Endorsement tabled for 30 days to allow affected associations to provide input)

PAC/OGA:
Andy Schlenker (LDF):
Ratemycop.com - A new web site has surfaced called ratemycop.com. This web site allows citizens to post their opinions of police officers throughout the country on the web site, without any policing or monitoring. This is a potential attack on the privacy of police officers. LDF has authorized funds for Mastagni to seek some sort of relief from this type of blanket web site. LDF and Mastagni are also looking for a possible legislative solution.

L.A. Times v. P.O.S.T. - LDF has filed a brief and the case will go to court in April.

Santa Clara County - Last Sunday, a probationary deputy was driving and became drowsy. The deputy fell asleep at the wheel and crashed, killing two cyclists. The District Attorneys Office has decided to file manslaughter charges against the deputy. Santa Clara County Sheriff has said that regardless of the outcome of the case, they will still employ the deputy.

Status of LDF Fund - LDF has increased to 73,555 members from 776 associations. Current reserves are at 7.1 million dollars and LDF is close to achieving its goal of maintaining a 9 month reserve. Currently are active in 16 criminal cases.

Maria Jimenez (Insurance and Benefits):
Blue Cross - Currently in negotiations with Blue Cross and should have rates out by next month. It is anticipated that there will be a rate increase.

Long-term Disability - From July 2005 - December 2007, there has been a payout of over 5 million dollars.

Ron Cottingham (PORAC):
AB 2377 - Working with State Sheriffs Association to tighten up the requirements in the laws regarding Pitchess.

Safe Neighborhoods Act - If legislation is passed, it will mandate that monies obtained through an assortment of programs will be dedicated and remain within the act.

AOCDS - There has been a lot of misconceptions as to the assistance that is being requested by the AOCDS in their fight against the Orange County Board of Supervisors. The attorney in charge of their case has made it very clear that they do not want any briefs filed on their behalf at this time. Monetary assistance is the only thing AOCDS is requesting at this time.

Steve Walker (VC-President):
Officer Eddy of Bakersfield POA - As most of you have heard, last month an officer with Bakersfield PD was injured in a shootout, which left the gang member/suspect dead. Due to threats on him and his family, Officer Eddy was moved to a norther California hospital for treatment. They are in need of financial assistance. Other Chapters have donated $1000.00 and I would like to suggest the same of this Chapter, as Bakersfield falls within Region II.

  • Motion - Andy Schlenker (Modesto PMA) to DONATE $1000.00 TO THE EDDY FAMILY
Second - Tom Cantrell (San Joaquin County DAI)
    No Discussion
    Motion Carries

Service Providers:
Dave Mastagni (Mastagni, et. al):
Birthday Wishes - Thanked the Chapter for the kind birthday wishes.

RateMyCop.com - Thanked PORAC LDF for assigning his office the case and said they are still examining the issue and looking at remedies.

Association Reports:
James Fuller (Elk Grove POA):
Status of Department - Elk Grove has now had its own police department for approximately 20 months. All of the administrators seem to be getting fired. The Chief of Police just announced his retirement, which has caused some concern. The Association has been operating without an MOU since its inception. We have developed certain issues by means of letters of understanding with the Chief. With the Chief leaving, it places a certain level of concern on us, as the new Chief will not be bound by the old Chief's letters of understanding. With the high turn-over rate of the city's upper ranks, we are concerned. As of now, we are not being hurt, but we are concerned.

Closing Comments:
President Steve Walker:
Next Meeting - The next meeting will be co-hosted by the San Joaquin Delta POA and Stockton Unified Schools POA and will be on April 10 at Stockton Joe's. Check the Chapter web site for directions.

Thank You - Thank you to Elk Grove POA for hosting this month's meeting and providing a location with great food and atmosphere.

President Steve Walker asked for a motion from the floor to adjourn the meeting at 2053 hours.

    • Motion - Robert Di Piero (San Joaquin Delta POA) to ADJOURN
Second - Jim Bock (San Joaquin Delta POA)
      No Discussion
      Motion Carries
