V. Approval of Minutes

1. Motion to accept minutes by Sebold, 2nd by Markss, carried unanimous.

VI. Treasurer's Report

1. Treasurer's report unavailable since Andy was not in attendance. Doug tried to estimate current value of general fund by subtracting costs he knew of from last month's report. He reported that the PAC account was same as last month. Motion by Terry Snyder to accept treasurer's report, 2nd by Randy Beintema, carried unanimous.

VII. Old Business

1. Old Business-Doug essentially spoke of all new business from last month's meeting, asked Sebold to report to Valley Chapter regarding the POBAR amendment sought at PORAC E-Board meeting in Fresno. The only thing from FEB New Business not really discussed was C. (Bob Jarvis' report).

A. PAC/OGA:

1. Beintema discussed SB402 and lawsuit; peer support issues as discussed at E-Board Meeting; legislature is full--hottest issue is gun control including SB15; gun licensing (4 bills); POBR issues; PERS issues AB199; SB90 (90% cap) incl drop programs; Discussed need for people to pay attention to Pres. Bush's exec. orders re:OSHA & ergonomics; AB22 re: firearms dealer permit issues; Firefighter's safety rule to be amended (try); Doug discussed Modesto's laws re: automatic weapons.

B. Insurance & Benefits

1. PORAC hired a new Benefits Manager then the current assist. mgr quit.

C. LDF:

1. None

D. Service Providers:

1. Casey Clark (Mastagni, etc.) spoke about Roseville PD shooting incident;

2. John Holstedt (Mastagni, etc.) spoke about a worker's comp case & 4850 time;

3. Paul Konsdorf (O.E.3) spoke of a case from L.A. re: allowing a voluntary polygraph if you apply for or work in a sensitive position or sector (drug unit, etc.); Paul Konsdorf spoke of random drug testing in Modesto P.D.

E. Association Reports:

1. Modesto reiterated talk of random drug testing and right to gain outside employment;

2. John of Stockton POA announced that they just signed a lease on a new building for their POA offices;

3. Dave Markss - Colusa DSA announced they are now entering contract negotiations and hope they won't need binding arb.
