Presented outgoing Valley Chapter Vice President Andy Schlenker with a plaque, thanking him for his dedication and service.

Dan Schnepple:
Dan informed the membership that the Valley Chapter has been in possession and use of a cell phone, which is on a month-to-month contract at approximately $33.00 per month. Dan advised that he has not used the cell phone and cannot see a real use for it and asked to entertain a motion to terminate the cell phone service.

Thanked the Valley Chapter for its endorsement of Jeff Reisig for Yolo County District Attorney and turned the floor to Rod Rifredi from Davis POA.
Rod Rifredi (Re:Jeff Reisig for Yolo County DA):
Rod thanked the Valley Chapter for its endorsement of Jeff Reisig. In comments supporting Reisig, Rifredi informed the chapter that Reisig's opponent is receiving a large backing. Rifredi said that Reisig's opponent backed a civilian review board that would have been an 11 member board, which consists of one high school student, one homeless person and one person from mental health. The civilian review board was modelled after the civilian review board in the city of Berkeley. The board was discussed after false accusations were made of the police department being racist and harassing innocent residents. Rifredi also mentioned that Reisig was responsible for crafting a civil injunction against a violent gang out of West Sacramento. Rifredi also stated that many of the people who support the civilian review board are also donating to Reisig's opponent.
Jeff Reisig (Re:Jeff Reisig for Yolo County DA):
Jeff thanked the Valley Chapter and PORAC for endorsing his campaign for Yolo County District Attorney, saying that is meant a lot to him that every police group in the county supports him. "We are all partners". Reisig said he lives by a motto of, "Be fair. Be just. Lock up criminals. Support the officers in the field."

Discussion - Andy Schlenker suggested that the difficulty of the race be detailed in the minutes to justify the higher donation amount.

Rick Padilla (Re: Placer County Prop A):
Back in 1976 Placer County was one of the lowest paid counties in the state of California. As a result, the county put Prop F on the ballot, which provided a boost in salary and raised recruitment levels within the department. Over the years. however, cities like Roseville have blossomed into large cities with very large tax bases. This has led to higher salaries and recruitment for the city. At the same time, the counties that were part of Prop F have failed to elevate at the same rate. Being that Placer County DSA salaries are directly associated to the surrounding (per Prop F), our hands have been tied and we have not been able to negotiate better salaries for our deputies. This has created a severe issue as far as recruitment and retention. Placer County is again one of the lowest paid counties in the state. Prop A, which is our attempt to repeal Prop F seems to have good public support at this point. The public seems to understand that they are losing quality deputies as a result of Prop F. The problem, is that we estimate the cost of the repeal to be approximately $88,000. The bill comes to public vote on June 6 and we believe it will pass. We just need to do as much as we can to bring it to public attention.

Andy Schlenker (LDF):
Discussed case out of Elko County in Nevada, in which a deputy was traveling Code 3 to assist another deputy in need. Responding deputy drifted over the line and collided with another vehicle, which left the scene. Charges of reckless driving were filed against the deputy.
LDF rates are going to be increasing. Letters will be going out next week indicating the increase.
A settlement has been achieved in an El Dorado County case involving rights violations
Larry Friedman (LDF):
The case in San Bernardino County involving Ivory Webb and the shooting of the Iraqi veteran looks bad, however, everything down south gets magnyfied out of proportion. LDF will be taking lessons learned from several other tough cases and using them to assist with this tough case.

Gary Messing - A Yolo Deputy that was fired based upon a technicality involving a Skelly Hearing had their job reinstated.
Gary Messing - Contract negotiations are starting to come in and they are looking pretty favorable.
Mastagni
Placer County recently has dealt with violations of the Uniform Service Reemployment Act. This protects those employees who get deployed and return to be over looked for promotions that they would have been entitled to had they been able to stay.
Goyette
Steve - CAHP has retained Goyette to look into the new FLSA pay ruling that was mentioned in the February minutes. This is still in the early stages, however, where it deals with CHP, it will be a statewide decision, so we will keep you informed.
Association Reports:
Woodland POA:
Louis LeFlore said that his POA achieved a majority vote in their Vote of No Confidence against their Chief. Rather than go through media and more public avenues, the POA took the vote directly to their Chief. He has responded positively and favorably. Negotiations are now underway as well.
Davis POA:
Rod Rifredi said that his POA has entered in to negotiations and it appears things are going well. He suggested that working with your council and getting to know them could be a huge benefit when negotiation times come around.
Sacramento POA:
Paul Brown announced that they have inked their contract which includes arbitration for discipline. Additionally, they received the honor yesterday of earning a position as a P.O.S.T. Commissioner.
Tracy POA:
Dan Schnepple announced that last Sunday evening his 36 year old partner David Waite passed away unexpectedly, leaving behind a wife, three kids and another child on the way. Burial service is set for Friday March 10 in Merced. A trust fund has been set up for his kids as follows:
