By-Laws Committee Update - PORAC counsel has completed their review of the proposed Valley Chapter Bylaws and gave their blessing. A copy of the new bylaws will be mailed to each Chapter member association with a voting ballot.
New Business:

Oakland A's Law Enforcement Date - The Oakland POA mailed out a form to sign up for Law Enforcement Day with the Oakland A's on Saturday, August 4, 2007. Field Level tickets are available at $20.00 each. Checks for the actual baseball game should be made out to the Oakland A's. There will also be a private pre-game BBQ Tailgate party in the K Lot that is reserved for Law Enforcement Officers and their guests. The cost of the tailgate party is $3.00 per person. Checks for the tailgate party should be made payable to OPOA only. BBQ is at 1100 hours and Game starts at 1305 hours. All orders must be redeemed by fax, or mail BEFORE July 20, 2007.

Eaton v. Siemens - Case regarding dishonesty allegations against Eaton. Eaton is suing. A three prong federal test was done by the District Court, which said that advisory arbitration was not fair process in this case.
Gary Messing (Carroll, Burdick & McDonough)
Suspended Suspension - Discussed case of Sgt. Dave Bishop who was handed a suspended suspension by the Grass Valley Police Department. After several weeks of letter writing the department saw the errors of their ways and issued a written reprimand instead. For more detail, please refer to the June 2007 issue of PORAC Magazine.
Spielbauer - PORAC LDF assigned up the Amicus Curiae brief to CB&M to argue the Spielbauer case in support of the position of Santa Clara County.
Association Reports:
San Joaquin Delta POA:
Jim Bock reported that the POA is currently involved in negotiations with the District and the District has brought up the possibility of 3%@55 in addition to including 4850 into their contract language.
Calaveras County DSA:
Tracy Busby reported that the county, in the middle of negotiations that they will be suspending negotiations based upon current issues surrounding the county budget.
San Joaquin County DSA:
Steve Walker reported that the Sergeants have settled their contract with the county
Sacramento POA:
Sac POA assisted the El Dorado County DSA with a couple of Deputies who got into a shooting. After the shooting, a couple of scam artists tried to collect monies on behalf of the injured Deputies. The scam artists have since been arrested and are awaiting their turn in court.
PAC/OGA:

Pursuit Regulations - On July 1, 2007 the pursuit laws will come into effect. If departments do not take action as required by the new law, the departments will not have immunity.

Elk Grove Officer of the Year - Announced that President Schnepple was named as Elk Grove Officer of the Year, which was met with thunderous applause from the membership.
Next Valley Chapter Meeting: July the Valley Chapter will be dark. The next meeting will be hosted by Oakdale POA on August 9, 2007.

Executive Committee:
Following the adjournment of the Valley Chapter Meeting, the Executive Committee of the Valley Chapter met briefly to discuss the logistics of handling the bylaws. It was decided that Jim Bock, after receiving the latest mailing list from PORAC will print up and mail a copy of the bylaws and ballot letter to each Chapter member association. A return envelope will be included with each mailing that will indicate President Dan Schnepple's address as the recipient of the completed ballots. The postmark deadline for returning the completed ballots will be July 30, 2007. In the event that completed ballots are not able to be returned by mail by the postmark deadline, member associations will be allowed to hand-deliver their completed ballot at the August 09, 2007 meeting. Ballots will be counted at the September 13 meeting.
