Old Business:
Paul Brown:
Valley Chapter Contributions - A question was raised by a Valley Chapter member inquiring about the process the chapter goes through in determining PAC donations and contributions. For the past several years the chapter has based their contributions on several standards; Area of election (ie: local, county, state, federal), Type of election (ie: city council, county supervisor, district attorney, sheriff, senate, measures), Intensity of election.

  • Randy Beintema: Historically, the chapter has tried to match the funds that the local associations have put into the race
  • Brown: I have created a table that shows the contributions that the chapter has made since 2002. This will be a useful tool as we gear up for the November elections. We will attach a copy of this table with the minutes at the next meeting and place it online for ease of access.
  • Beintema: Some of the candidates have already attempted to make contact with PORAC at the state level. Any contacts received are directed to contact the respective local associations before the state level moves to endorse.

New Business:
Steve Walker:
Potential Bylaws Amendment Proposal - Most likely, there will be a bylaw proposal at the next chapter meeting. In the request from Mark Smith (Stanislaus County DAI), he expressed an interest in amending the way the chapter conducts endorsements. Jim Bock will place a copy of the proposal online, so you can all read it and gain some familiarity prior to the August meeting.

Paul Brown (PAC/OGA):
Election Update - As you all know, Phil Angelides won the Democratic nomination to go head to head with Arnold in November. I had the privilege of traveling up and down the state with Angelides for his major campaign kick off. Candidates are already hitting up associations for endorsements and contributions. The Governor's race is the focus of all public attention.

  • Randy Beintema: Every state race that was endorsed by PORAC won. The next Board of Directors meeting will take place in Washington D.C., where we will meet with Feinstein, Boxer, Doolittle, Pombo and Cardoza, to name a few. One focus during these talks will be homeland security and meth issues.

In-house Services -
We are transitioning to an in-house operation and are about 99% through the process. This transition has made it much easier to communicate with PORAC members. If you have any comments, questions, or complaints, call me and I will get you to the right people.

GASBY 45 - Those of you in PERS will hear about this in negotiations. You need to gain as much knowledge as possible, so when that time comes you know what you are doing. If you need any information, call me and I will send you everything I have on the topic.

Service Providers:
Sophie Imbuelten (California Casualty):
California Casualty Update -
PORAC members, upon renewal of their insurance, will receive a 10% discount on auto and home insurance. As previously stated, California Casualty was rated #1 by the Department of Insurance with zero complaints.

Chris Miller (Mastagni, et. al):
Sacramento POA - A Pitchess motion has been filed by a public defender to obtain records of a Sacramento PD officer who was fired, then rehired. The agency destroyed her files after 5 years, per law, however, the City Attorney volunteered records that the city did not destroy. The next step will be to seek litigation to make sure cities stay in line with the police agencies requirement for destruction after 5 years.

Modesto - The city of Modesto now has a new bargaining unit that consists of non-sworn memers and fire members.

Straun Boston (Mastagni, et. al):
Roseville POA - Through an FLSA settlement, the city of Roseville has been ordered to pay $100,000 in back pay and roll-ups.

Mountain View POA - Through an FLSA settlement, the city of Mountain View has been ordered to pay $500,000 in back pay and roll-ups.

Luciano Beltran (Goyette and Associates):
Stanislaus County - Adam Christianson won the election for Stanislaus County Sheriff. The Board of Supervisors has hinted that they will hold off appointing Christianson to Sheriff until January.

Association Reports:
San Joaquin County DSA:
Steve Walker - Former CHP Chief Lobenberg and Steve Moore won the primary elections and are slated for the run-off election in November. At this time, the DSA is not sure as to who they will endorse. Forums are upcoming.

Sacramento POA:
Paul Brown - Three endorsements that were held by Sacramento POA won. Additionally, Dave Jones won on the Democratic side.

Calaveras County DSA:
Tracy Busby - Merita Callaway won her race for Supervisor. Victoria Erickson will be heading to a run-off election in November.

San Joaquin County DAI:
Jim Buzo - Jim Willet, who ran unopposed for San Joaquin District Attorney successfully defended his seat and won re-election.

Tuolumne County DSA:
Ken Diaz - Two members of our department succesfully made it through the elections and are slated to go head-to-head in a run-off election in November. One of those who made it to the run-offs is a Sergeant that the DSA endorsed.

El Dorado County DSA:
James Morgan - Thanked the chapter for its endorsement of Vern Pierson for DA, who won with a commanding 62% of the votes. It was a significant victory. We are also preparing for upcoming negotiations.

Good of the Association:
Randy Beintema:
Adam's Bill - Two years ago the chapter went to PORAC with the DUI bill known as Adam's Bill. It appears as though it will make it through legislation, although it will have numerous changes from what was originally authored.

Retirement - Three different bills have been authored regarding retirement issues. It appears some may day and those that survive will be gutted. L.A. County wants legislation that would permit someone to retire, yet still collect their salary for another 5 years.

Part-Time 832 - There is a bill that is aiming to put part-time 832 armed personnel in courts. Courts would be responsible for obtaining the proper staffing levels, which has the potential of putting courtroom deputies out of work.

Steve Walker:
Chapter Gifts - Thanked San Joaquin Delta College POA for providing gift pen and pencil sets to each of the attendees.

Conference - Through the conference this year, 4-day hopper passes will be available to members for only $55.00 per person.

Conference - We are extremely interested in getting a 100% turn out for voting issues at the conference this year. We need to really make the chapter stand out. We would like to encourage members to attend, or submit their proxies to Dan.

Will be hosted by the Oakdale POA on August 10, 2006.
