V. Approval of Minutes
1. Motion to accept minutes by Beintema, 2nd by Schmidt, correction noted to show Joe Schmidt as being from Stockton POA and not Sacramento POA, Motion carried.
VI. Treasurer's Report
1. Treasurer was absent. Beintema had the records which showed $15k in the general account and $25,153 in the PAC Account.
VII. Old Business
1. At the November 2000 meeting it was voted by the members to pay for the meals of PORAC members at Valley Chapter Meetings. The November vote was to do this for six months which would have been through June of 2001, and then the practice would be looked at again for it's financial impact. After some discussion it was determined that the financial impact was minimal mostly because attendance at the meetings by PORAC members has not been that good. Smith made a motion to continue the practice of buying meals for PORAC members at Valley Chapter Meetings for the next six months which will include meetings in August, September, and October. The November meeting will be at conference and no meals will be purchased then and there will be no meeting in December. This motion was seconded by Beintema and the motion carried.
VIII. New Business
1. Greg Sebold spoke of a conflict between the City of Folsom and the State over funding COLA's for the correctional facilities that are being run under Penal Code Section 1591. SB 75 is in the system to provide 2.5 million dollars for these funds. The Folsom Correctional Officers Association will be directly affected by this and they are PORAC members. Sebold made a motion for the Valley Chapter to request that PORAC take an active support roll for SB 75, Seconded by Smith. Motion carried.
IX. Reports
A. PAC/OGA:
1. Beintema discussed the State budget and the impact of the energy crisis on the
State budget.
2. SB950 which would have provided 250 million dollars for tracking of felons with
guns was killed in committee.
3. SB402 still in litigation in Santa Cruz.
4. PORAC is recruiting for a general manager.
5. PORAC is opposing safety retirement for dispatchers.

D. Service Providers:
1. Chris Miller (Mastagni, etc.) spoke about a 9th circuit case (Gritchen v. Collier) which upheld a peace officer defamation lawsuit. Also discussed their office filing an amicus brief regarding destruction of peace officer IA files that are over five years old.
3. Paul Konsdorf (O.E.3) spoke of drastic raises in health insurance prices.
E. Association Reports:
1. San Joaquin County is getting 3% at 50 for all Safety members.
2. Newman PD to get 3% at 50
3. Simpson made a pitch for RPOAC membership.
