Endorsement Requests:
James Morgan (El Dorado DSA): Introduced Vern Pierson (Amador County Assistant D.A.), who is running for the El Dorado County District Attorney. Vern Pierson spoke and provided a brief description of his qualifications and requested an endorsement from the Valley Chapter. James Morgan added that the Amador DSA are endorsing Pierson.

Discussion - Vote will be tabled until next meeting to allow for affected associations in El Dorado County to provide their input on the matter.
Larry Symon (Stanislaus County DSA):
Introduced Adam Christianson (Stanislaus County Sheriff Management Association), who is running for Stanislaus County Sheriff. Christianson spoke and provided a brief description of his qualifications and requested an endorsement from the Valley Chapter.

Requested an endorsement from the Valley Chapter for Jeff Reisig for Yolo County District Attorney, stating that all of the law enforcement associations in Yolo County were endorsing.

Reports:
Randy Beintema: There are approximately 30 bills that have already been introduced into the state legislature regarding pension and retirement reform. Keith Richman has authored 11 bills himself. Should the legislation fail, they will try another constitutional amendment and bring another vote to the people. Additionally, the state PORAC Board will be interviewing various candidates for state offices next week during.
Dave French:
Discussed issues with Medicare Part D and suggested that we take an in-depth look into the plan to understand it and the potential problems associated with it.
Service Providers:
Mastagni
Confidentiality - Mastagni will be taking an appeal case for L.D.F. on peace officer confidentiality of records
Use of Force - Mastagni firm will be taking a case to the U.S. Supreme Court out of Placer County regarding the appropriate level of force permitted when conducting a warrant on drug dealers/manufacturers, when their primary means of employment is white collar, or professional.
I.A Training - PORAC will be hosting its first ever Internal Affairs training at PORAC headquarters in Sacramento February 15-16. It is highly recommended that all attend.
Association Reports:
Winters POA:
Recently signed their new contract with the city.
Yolo DSA: Recently extended their contract by one year and eliminated language that could give the county an option to rescind 3%@50 during hard fiscal times.
Woodland POA:
Are in the midst of balloting for a vote of no confidence on their Chief. Will also enter in to contract negotiations starting next month.
Stanislaus DSA
Still working on contract negotiations
Placer DSA:
Have worked out an agreement with the county and will soon being to implement an on-duty fitness plan.
Sacramento POA:
Recently elected Jerry Camous as their new association president. Additionally, Paul Brown offered information regarding Sacramento County Sheriff Deputy Eric Henrickson, who was the surviving deputy in the fatal helicopter crash in July 2005. Deputy Henrickson was able to come home for Christmas and is showing remarkable improvement, far beyond what anyone thought was possible.
The city of Elk Grove Police Department has formed their POA and joined PORAC last week, providing another Valley Chapter member association.
Tracy POA:
New communications equipment is finally coming online, after POA worked hard to make the deal happen. Additionally, the POA paid to have an efficiency study completed. As a result of the study, the city will be hiring 11 new officers.
Donation Request:
Randy Beintema
Requested that the Valley Chapter donate money to Stockton POA member, Robert Mariano in an effort to ease expenses that will arise from the death of his son, who was killed while fighting in Iraq.
