3.    Special Introduction

-Ron Cottingham, President of PORAC, Carol Bravo, General Manager of PORAC, Mike Ervin, Secretary of PORAC, Ron Dreher, Nevada Chapter

4.    Secretary Report-Approval of Minutes from November meeting was deferred to next month.

5.    Treasure Report- Paul Brown
 -Paul Brown reported the current Valley Chapter balances in both the PAC and Valley Chapter accounts.

6.    Self-Introductions of those in attendance.

8.    New Business-

-PORAC Board Meeting will be on Friday, January 09, 2004     Mike Ervin informed members that the board will be selecting Chapter recommendation for political endorsements.  Mike suggests if the Associations were not totally prepared to endorse tonight and they were sure the endorsements would be completed soon, Associations could make a “pocket” endorsement.  This way the name could be brought to the PORAC board for discussion pending the Associations final selection.

9.    Old Business

- Paul Harris reminded the membership to inform the Associations to get quotes for Life Insurance.  This is a reminder that new officers tend to ignore their coverage.  In recent non-in-line of duty deaths of officers, they had little or no life insurance.

10.    Legal Defense Fund (LDF)                                                       Andy Schlenker

-Andy discussed several issues that LDF was involved in, including cases involving  “Qualified Immunity”, violations of the one year time statute, open Grand Juries, and the Riders case in Oakland . 

There is no Region III LDF Trustee.  A special election is going on now between Scott Frayer and Roger Stephenson.

President Dave Souza took over the meeting.

  1. Providers

-David French discussed Pers Medical having major problems. 

David Mastangni Jr. discussed several on going cases and issues he is involved in, as well as the Sacramento County Deputy Sheriff’s Office and County of Sacramento arbitration case.  He passed out the decision. 

  1. Political Action

-Ilsa VonLaden recommended endorsement of Jeff Monroe for City Council in Woodland .  It was moved by Schlenker and Second by Ridenour for chapter endorsement.   Schlenker moved, Brown Second, that Chapter gives Monroe a one thousand dollars for his campaign.

-Chris from Stockton POA recommended and Ridenour moved and Schlenker seconded the endorsement of Ed Chavez for Mayor of Stockton.  Schlenker moved and Ridenour seconded for contribution of thousand dollars to his campaign

-Chris from Stockton POA Recommended that the Chapter endorses Gary Giovannetti for County Supervisor ( San Joaquin County ).   It was moved by Schlenker and seconded by Joe Schmidt to endorse Giovannetti.  It was moved by Chris from Stockton POA and seconded by Joe Schmidt to contribute a thousand dollars to his campaign.

-It was recommended by Brown to endorse Rodger Dickinson for Assembly District 9.  It was moved by Brown and seconded by Schlenker.

-The membership approved all of the above with no decent.

  1. Randy Beintema discussed the COPS Program having an annual training for officer death.  Rick Davis and Rocky Lucia will be conducting this type of training at upcoming PORAC symposium.
  2. Mike Ervin discussed an off duty officer killed at his home by his girlfriend then she committed suicide from Inland Chapter.
  3. Ron Cottingham discussed the State Budget and how the Governor plans to make cuts, including possibly Workers Compensation.
  4. Chris from Stockton POA announced the POLICE & FIRE Games in Stockton on June 6th –12th, 2004 in Stockton , CA .

Next Months meeting is on February 12, 2004 hosted by Stanislaus County Sheriff’s Office location to be announced.
