I. Called to Order
A. The meeting was called to order at 1945 hours by Vice President Greg Sebold

III. Moment of Silence for Fallen Officers
A. Alan Garcia, President of RPOAC passed away.
IV. Introductions of Special Guests
A. None
V. Approval of Minutes
A. Motion by Greg Simpson to approve minutes from prior meetings, Second by Victor Sanchez, Moved.
VI. Treasurer's Report
A. Treasurer was absent. Treasurer's report was tabled until the next meeting.
VII. Old Business
A. Greg Simpson raised the issue of the recent PORAC dues increase and asked why it wasn't discussed at a Chapter meeting. Several members pointed out that it was brought up. Simpson stated it wasn't in the minutes. (Since no action was taken it wasn't required to be in the minutes). Smith stated that it was brought up at the last meeting in Oakdale and it was Clancy Faria that brought it up when he addressed the meeting regarding events at PORAC. No action taken on this issue.
VIII. New Business
A. Victor Sanchez discussed legislation about making a conversation between a police officer and a pier support person regarding a critical incident a privileged communication. Requested that the Valley Chapter support such legislation. Beintema stated that this has been brought before the PORAC e-board in the past and the e-board voted to oppose this legislation. Beintema offered to take it back before the e-board if the Chapter wanted it done. Sanchez made a motion for the Valley Chapter to support this legislation. Seconded by Greg Simpson. Motion carried.
B. Bob Jarvis of PORAC handed out most recent PORAC training schedule. Discussed a PAC class to be held at Boomtown in March.
C. Paul Brown, of the Region II Training Committee spoke. Stated 818 people attended PORAC training in 2000. Spoke of the PORAC symposium to be held on June 19, 20, and 21 in Indian Wells.
D. Brian Tripp of Colusa DSA made a motion to endorse Jerry Shadinger for US Marshal for the Eastern District of California. Shandinger is the current Sheriff of Colusa County. Tripp stated he had not received any opposition to this endorsement from any other associations in Colusa County. Beintema pointed out that we could vote to endorse, however every affected association in the (federal) Eastern district of California would have to be asked for support. Motion was seconded by Paul Brown. Motion carried.
E. Beintema made a motion to donate $250 from the general fund to the Concerns of Police Survivors in the name of Alan Garcia, President of RPOAC who recently passed away. Motion was seconded by Victor Sanchez. Greg Simpson raised an objection stating he hadn't received his meeting announcement prior to ten days of the meeting and didn't think the chapter could take action because of the late notice. Vote was taken and the motion was passed, and action was tabled until the next meeting.
IX. Reports
A. PAC/OGA:
1. Given by Beintema. SB90 is in the works raising the cap to 90% on PERS retirements. POST was trying to pass licensing requirements and that has been shelved for now. PERS COLA bill was dropped. Any association close to using binding arbitration under SB 402 should contact PORAC Headquarters. Discussion of LAPD having ALCU attorney's review IA files. The PERS DROP bill will be re-introduced this year.
B. Insurance & Benefits
1. None.
C. LDF:
1. None.
D. Service Providers:
1. Mastagni: Hired by San Diego POA. Got permission from LDF to contest a resignation. Discussed new laws on sexual harassment, co-workers can now be held liable, not just supervisors.
2. Bob Jarvis spoke and stated that attorneys can attend PORAC training at PORAC prices if they are sponsored by a member association.
