    Secretary Schnepple was on vacation.  Minutes were given to another member to bring but were not  present.  Minutes tabled to the March meeting.

Reports:

 

            PAC/OGA: 

Proposal from Governor – initiative probably go on special election ballot in November by Richmond…far reaching implications … 150 million to help pass the initiative.  Defined benefit vs defined contributions.  Make sure not to sign any related petitions. 

 

Most members don’t understand PERS system.  We need to understand how it started and how the funding works.  Employer rate may be the biggest flaw in the system that may be attacked on the ballot.  We must encourage everyone to vote against it, tell relatives, educate as much as possible and get the word out.   

 

Problem now is employer rates are at the top along with health care.  In the past some have been super-funded and paid nothing. 

 

Could result in reduction of benefits for retirees, reduction for those not yet retired, and of course no future defined benefits for future employees. 

 

This is also tied into the Social Security reforms, and the financial institutions are using California as battle ground to see how successful they can be. 

 

PORAC board meeting Feb 25/26 in Sacramento

 

Congressional District 5 – SAC POA endorsed Dorris Matsui,   Motion by Paul Brown to endorse 2nd by Busby.  Motion carried.

            LDF

Andy Schlenker reported on status of LDF and reviewed some types of affirmative relief cases, civil, and criminal cases. 

 

            Service Providers

 

Mike Amick, Mastagni etc fighting on workers comp issues.  Thinks coming after law enforcement on heart and cancer presumptions.  Trying to portion away disability to pre-existing conditions. 

 

This ties into pension plan reforms where the Governor is trying to take away the presumptions. 

 

Chris Miller Mastagni etc reported on problems regarding the press making public record request.  Sac Bee is asking for last 5 years of discipline records of all Sac Public Safety.  If case is well founded, the courts can release the files.  This is an issue that seems to be gaining popularity. 

 

            Association Reports

 

Oakdale POA starting negotiations soon. 

 

Sac POA is getting reading for negotiations and this is when Sac Bee made public record request. 

 

            Good of Assoc

Training coming up and PORAC Symposium April 12, 13 and 14 in Reno NV.

 

Membership is requesting an email be sent out prior to the meetings to get better attendance at the meetings.
