1.  None

V. Approval of Minutes

1.  Minute for October 2003, November 2003, and January 2004 were reviewed.  Motion by Paul Brown to accept the minutes from all three months.  Second by Joe Schmidt.  Motion carried.

VI. Treasurer's report

1. Paul Brown presented report, Valley Chapter account balances: General acct - $18,278.47, PAC Acct - $44,076.36.  Paul also passed around the revenue and expense accounting for calendar year 2003.    Motion to accept report by Beintema, 2nd Mark Smith, motion carried

1.  None

VIII. New Business

1.  January 30th, 2004 a Westminster PD motor officer was killed.
2.  Dave Souza read a thank you letter from Jim Ridenour for supporting his candidacy for Mayor of Modesto.  Jim won the election and is now the mayor.
3.  Dave Souza read a letter from Mike Clark who is serving on active duty in Iraq.
4.  Randy read an e-mail from Ron Cottingham requesting the chapters take a position on the endorsement of George Bush for President.  A motion was made by Mark Smith to endorse George Bush for President in 2004.  Second by Doug Ridenour.  After discussion a vote was taken with two votes in opposition to the endorsement.   Because of a time constraint on getting the vote to the e-board a motion was made by Ridenour to waive the 30 day rule for opposition.  Seconded by Brown.  Motion carried.
5.  Paul Brown made a motion to endorse Ross Relles for Mayor of Sacramento and John Boyd for Sacramento City Council.  Second by Beintema.  Motion carried.
6.  Mark Cardoza made a motion to endorse Pat Paul and Paul Caruso for Stanislaus County BOS.  Second by Mark Smith.  Motion carried.
7.  Mark Cardoza made a motion to contribute $1000 each for Paul and Caruso.  Second by Joe Schmidt.  Motion carried.
8.  Randy Beintema made a motion to endorse Barbara Matthews for the 17th Assembly District.  Second by Mark Smith.  Motion carried.
9.  Randy Beintema made a motion to endorse Greg Agazarian for the 26th Assembly District.  Second by Doug Ridenour.  Motion carried.
10.  Randy Beintema made a motion to endorse Mike Machado for the 5th Senate District.  Second by Joe Schmidt.  Motion carried.  Stockton POA opposes this endorsement so the endorsement will come back to the floor at the March meeting for opposition.

1.  Randy discussed the e-board meeting which dealt with budget issues and prop 56 and 57.  Discussion of the Governors plan to bring back two tier retirement systems and attempts to decrease retirement benefits.
