V. Approval of Minutes

1. Minutes from January 2003 meeting presented by Smith, Motion to accept by Beintema, Second by Paul Brown, motion carried.

VI. Treasurer's report

1. Paul Brown presented report, Valley Chapter account balances: General acct - $15,908.55, PAC Acct - $31,285.21. Motion to accept report by Greg Simpson, 2nd Schlenker, motion carried

VII. Old Business

1.  Reminder of PORAC Labor Symposium, April 8, 9, and 10th.

2.  By-law amendment as proposed at the January 2003 meeting was brought up for a vote.  The proposed amendment was introduced at the January 2003 meeting and would allow meeting notices and minute distribution to be done through the Internet and e-mail unless a member association specifically requested a hard copy be mailed to them.  The entire text of the by-law amendment was included in the January 2003 meeting minutes and was mailed to every member association.  Also included in the mailing was a ballot with instructions to either vote by ballot or attend the February meeting to vote.  The only ballot returned as of the deadline was from El Dorado DSA and they vote was in favor of the amendment.   Randy Beintema made a motion to pass the by-law amendment as proposed.  Seconded by Greg Simpson.  Motion carried unanimously.

VIII. New Business

1.  The impact of paying for PORAC member meals at Chapter meetings was discussed.  The general discussion was to continue to provide meals for PORAC members attending the meetings.  Motion by Andy Schlenker for the Chapter to continue to pay for PORAC member meals at Chapter meetings through Conference 2003.  Second by Beintema.  Motion carried.

2.  Discussion to raise meal rates for meetings up to $20 as it was difficult to find places that would only charge $15 per meal.  Board of Directors agreed to this increase.

3.  Doug Ridenour announced his intention to resign as the Valley Chapter President.  Ridenour has served in this capacity for many years now.  Randy Beintema made a motion to nominate Vice President Dave Souza to President to fill Ridenour’s remaining term.  Souza accepted nomination.  Seconded by Schlenker.  Motion carried.  Dave Souza became the Valley Chapter President at the conclusion of the meeting and will serve the remaining time on Ridenour’s current term.

4.  Randy Beintema nominated Andy Schlenker to serve as Vice President for the remaining term of Dave Souza.  Schlenker reluctantly accepted the nomination.  Second by Dave Markks.  Motion carried.  Andy Schlenker became the Valley Chapter Vice President at the conclusion of the meeting and will serve the remaining time on Souza’s current term.

IX. Reports

A. PAC

Randy reported the e-board met last week.  Most of the legislation discussed dealt with the budget.  Randy also reported that the PORAC President and Vice President election at the 2002 conference was being protested as there may have been a violation of PORAC by-laws in dealing with proxy votes.

B. Insurance and Benefits

California Casualty reported that they now offer and umbrella policy.  They also have earthquake and flood insurance.

C. LDF

Andy Schlenker reported the LDF fund will need to increase fees this year, unknown at this time how much.

D. Service Provider's Reports

Konsdorf reported on new deal on MPOA contract.

Dave Mastagni Jr., discussed Sac POA case regarding the City hiring back retired officers. 

E. Association reports

Sacramento POA reported Chief Venegas is retired.

Simpson reported on right to carry law and on the PERS law suit which got some retirees more money.
