Discussion - Paul Brown also mentioned that PORAC was late getting quarterly reimbursements to the Chapters. As a result the reimbursements posted on August 1st and will show up on the next financial statement.

City of Galt Measure 'R' - The City of Galt is having a very difficult time fielding the proper number of cops on the street. The city is examining a 1/2 cent sales tax that will raise funds to put 7 more officers and 2 more dispatchers into service. Galt POA is in support of this measure and we need to come up with $17,000.00 as our part to get this message out. At this point, Galt POA has put in $10,00.00 of its own money. We will also be sponsoring a comedy night in September as a fundraiser. Galt POA would like to solicit the Valley Chapter for a donation to assist in the promotion and passage of Measure R.

Discussion - Joe Schmit (Stockton POA) expressed concern that stemmed from Galt POA attending a meeting several years ago, in which they pledged continued involvement within the Chapter and then asked for a donation from the Chapter. Schmit asked Ramos if Galt POA planned on attending meetings from this day foward, as Galt has failed to do so. Ramos apologized for the prior situation and promised that Galt POA would become an active Valley Chapter member.

Revisited - Following dinner, President Walker spoke to the members regarding this issue after considering the gravity of the situation Julie Yu was faced with. He requested that the Chapter revisit the donation to Julie Yu and recommended an amendment to increase the donation by $1000.00, making the total donation $1,500.00.

PORAC Conference - Historically, the Chapter has paid the way for the Executive Board of the Chapter to attend the PORAC Conference. In figuring mileage, room rates, per diem, and registration, I believe the total should be approximately $1250.00 per Board member.

Mat Mustard (Vallejo POA):
Vallejo Bankruptcy - Mat Mustard provided an extremely extensive background on the difficulties they have faced at the hands of the Vallejo City Council. He explained how the POA and Fire personnel have given approximately 10 million dollars in concessions back to the city to try and assist in preventing the bankruptcy. Now, the city if trying to use the bankruptcy to back out of its contracts with the public safety unions. Vallejo POA is in need of funds to try and fight this, so it does not spread to other cities throughout the state and nation. President Walker asked that the account balances be read again and then asked for a motion from the floor.

Andy Schlenker (PORAC LDF):
LDF Progress - Schlenker discussed several cases that LDF has been involved with. He spoke of the success of LDF in recruiting members nationwide and touted that LDF is now "coast to coast".
Endorsement Request - Schlenker mentioned that he had considered running for Vice President of PORAC, but decided against it, due to his passion for his role in the LDF. Schlenker asked for the Chapter to endorse his bid for LDF Trustee.

AB 419 - Amends workers compensation laws to allow charter cities and school districts to negotiate 4850 into their contracts.
AB 2754 - Adds MRSA to the list of presumptive illnesses.
SB 1019 - Still trying to work with Romero on this bill, she continues to vow she will return with it again.
AD 15 - The Bay Area Chapter has recommended that PORAC endorse Joan Buchannan for the 15th Assembly District seat. Being that she also falls into the Valley Chapter, we would like to see if the Valley Chapter could provide an endorsement as well.

California Budget - We have been informed that there will be a vote on the budget in the Assembly on Sunday. Don Perata has said that if the Assembly passes it, the Senate may follow.
COPS - We have been informed that COPS is actively trying to recruit new member associations.
Membership Drive - We have been busy with recruitment meetings. Both San Ramon and Alameda are looking at coming on board soon.
Service Providers:
Nick Amper (AFLAC for PORAC):
Service Center - AFLAC has opened up the AFLAC for PORAC service center, which is designed to handle on PORAC related claims. Claims will be settled in 72 hours and paid within 10 day. Get your associations signed up, so your members can take advantage of this great service.
Emily Becze (Myers, Stevens & Toohey):
Life Insurance Benefits - Announced open enrollment to their Life Insurance through PORAC I&B, stating that their rates are lower.
Susan Frantz (California Casualty):
Introduction - Introduced herself to the members.
Chris Miller (Mastagni, et. al.):
SB 440 - We have finally had a case regarding binding arbitration hit the courts. It is out of Sonoma and the courts have upheld that binding arbitration is constitutional.
LA County - An officer who was retiring after returning from workers comp (4850 release time) was denied his vacation cashout when he retired. The Court of Appeals found that this policy violated workers compensation laws.

Chris Trulsson (Stockton PMA):
Officers Injured - Two Stockton officers have suffered serious injury in two separate accidents. Officer Vanover was injured when he collided with another Stockton PD unit, while they were both enroute to a felony pursuit. Vanover has a broken neck and is unable to move any of his extremities. Officer Gonzalez was injured while off-duty in an accident.
Joseph Parreira (Oakdale POA):
Insurance Update - The POA is looking to enter a deal where we will be going to an HSA as opposed to a PPO or HMO.

Next Meeting - The next meeting of the Chapter will take place on September 11 and will be hosted by the Stanislaus DSA. The location will be Jenny's Family Restaurant in Ceres. As a reminder, this meeting will also hold the Region II meeting. Nominations for President, Secretary and Chapter Director will also begin. Check the Chapter web site for updates and directions.
