Old Business:
Vice President Walker:
By-Laws Committee Update - Ballots were mailed out to each of the 109 member associations. Only 23 were returned. Of those, only 19 were completed as required. The 4 ballots that were not completed properly were set aside and not included in the tabulation. All of the 19 completed ballots indicated a "YES" vote. The bylaws state that for any bylaws changes to take affect, there has to be a 2/3 majority vote of the votes cast. Being that only 19 votes were cast and all 19 were "YES", the bylaws have been unanimously approved. A copy of the ballots will be maintained both electronically and as hard files.

PORAC Conference - Rooms for the PORAC Conference in Rancho Mirage are filling up fast. You need to make sure that you make your reservations now. You can also visit www.porac.org to register for the conference now.
New Business:

PORAC Scholarships - Three people recently were the recipients of a $1000 PORAC scholarship. Unfortunately, none of the recipients were able to be here tonight. Their names are; Russell Bettencourt, Adam Pace and Ashley Ubois.
Service Providers:
Chris Miller (Mastagni, et. al)
Tulare DSA v. Tulare County - Case testing the constitutionality of biding arbitration after parties reach impasse on salary.
Stockton POA - Currently having issues regarding the Merit system and the cities unwillingness to apply it to some and not others who are trying to promote within the department.
Sacramento County - Sacramento DSA is trying to fight the county from eliminating retiree medical benefits unilaterally.
Luciano Beltran (Goyette and Associates)
Calaveras County - Negotiations have been suspended with the DSA due to financial issues within the county.
Yolo County Corrections- We are currently in negotiations and it looks like they are close to an agreement.
Association Reports:
San Joaquin Delta POA:
POA recently TA'd with the District and will be ratifying next week for the following: 3%@55, 3% Swing and 6% Graveyard Differentials, 2.5% Intermediate and 5% Advanced, 4850 language.
San Joaquin County DSA:
Steve Walker reported that the DSA is still in negotiations.
Oakdale POA:
Currently at grievance over a supervisor who took 45 minutes to respond to a priority 3 call for service. POA sent a letter requesting a Skelly hearing, but city chose to issue supervisor four days on the beach instead of proceeding through Skelly process.
Had negotiation meeting last Monday. Through a salary survey with comparable agencies, we are 10% underpaid.
Elk Grove POA:
The city recently sent a letter to the POA which stated the city has the right to control various aspects of our pay, asking us to sign it and return it. We didn't.

Ivory Webb - Please read the latest issue of PORAC Magazine. There is a wonderful article on Ivory Webb and LDF's successful defense of him.
Next Valley Chapter Meeting:
The next meeting will be hosted by Stanislaus County DSA on September 13, 2007 at Jenny's Family Restaurant in Ceres. This will also be a Region II meeting. Nominations will also be taken for Valley Chapter board positions, as elections take place in October.
