Adam Christianson - Thanked the Chapter for its support during the campaign of the newly elected Sheriff.

Mark Smith (Stanislaus County DAI):
By-laws Discussion - Explained and discussed the proposed by-laws changes to Article IX: Political Endorsements/Recommendations. Did not wish to make a motion at this time, but requested the membership review and suggest any changes to his proposal (available for download at Valley Chapter web site) at the next scheduled meeting.

Dan Schnepple (VC-President):
By-laws - Told membership he has read the by-laws and feels that Valley Chapter Board elections are not following the by-laws and have somehow gotten off track. He pointed out the by-laws indicate that elections are supposed to be held in even numbered years. However, elections were held last year, which was an odd numbered year. Wants to get election cycle back on track.

Dan Schnepple (VC-President):
Elections - Opened the floor to nominations for President, Vice President, Secretary and Treasurer. No nominations were made, however nominations will be accepted from this meeting up to and including the next scheduled meeting on September 14 in Ceres.

Motion - Paul Brown (Sacramento POA) for Valley Chapter to pay the expenses for 3 nights, registration and per diem (including one set of Mickey Mouse ears, up to $750.00) for Board of Directors to go to the PORAC Convention in Disneyland.

Reports:
Andly Schlenker (LDF):
LDF Update - Currently there are 17 criminal cases open. This is the highest number in a long time and therefore very expensive. However, membership is at a high level and the fund is doing very well. Also a reminder to each association to make sure you are aware of the LDF Civil Coverage. There are a lot of civil cases going on.

Dave French (I&B):
Health Premiums -
PERS lowest increase was 10% and the highest was 15%. For those associations going into negotiations, an average range of increase should be between 10-14%. The primary cause seems to be due to retiree medical.

Service Providers:
Luciano Beltran (Goyette and Associates):
Calaveras County - We recently negotiated a tax free "in and out" medical trust for retiree health benefits. This is a good option for bargaining units. Please contact me for any information.

Association Reports:
Davis POA:
Rod Rifredi - POA recently negotiated a good contract. Thanked Valley Chapter for support and web site. May need to use it again.

Sacramento POA:
Paul Brown - Former Police Chief Art Venegas has resurfaced in Camden, New Jersey as a civilian appointed Police Administrator. Problems have already started to surface. Sacramento POA will offer any assistance it can to law enforcement regarding his history.

Good of the Association:
Dan Schnepple thanked the Oakdale POA for hosting the meeting.

Next Valley Chapter Meeting:
Will be a Chapter and Region II meeting, hosted by the Stanislaus County DSA on September 14, 2006. The meeting will be held at Jenny's Family Dining in Ceres.
