Called to order at 1905 hours by President Souza.

Recognized 2 officers killed since the last meeting.

Secretary Mark Smith was unable to attend the meeting and we had no minutes to approve.

 VI.               TREASURER REPORT

PAC balance $48260.82

Checking account balance $16,252.78

Motion to approve report by Randy Bientema San Joaquin DSA, second by Jim Bock Delta College POA.  Unanimous.

 VII.              OLD BUSINESS – None

 VIII.            NEW BUSINESS

PORAC conference in Monterey in November.  If small associations want to send members, Valley Chapter needs to know by the September meeting.  PORAC can assist and the deadline to apply is August 27th.  Requests must be made in writing.

PORAC HQ has vacation packages available, also available on the web site.

PORAC training schedule for 2005 is out, and available on the web.

 IX.               REPORTS

PAC/BOARD REPORT

Dave Cogdill fund raiser in Oakdale on 9/2/04 , $150.00 per person.  Motion by Andy Schlenker Modesto PMA to purchase 2 tickets for $300 to Cogdill fundraiser.  Second by Steve Walker SJDSA.  Carried.

Bientema reported full PORAC board met in San Diego .  Races Valley Chapter had not taken position on, SD! Ohler El Dorado has no position on it.  Needs to contact Randy soon so can bring it to the EBOARD. 

AD5 Dave Cox is up also for El Dorado County .

AD10 Valley Chapter/Sacramento no endorsement at this time.

Full board endorsed Barbara Boxer.  She carried HR218 and supported it (right to carry anywhere in the US ).  Co-author of current legislation to carry on aircraft.  Supportive of law enforcement issues and PORAC Causes.

Region II meeting to be held on 9/9/04 in Modesto .  Schlenker, French, Camit all up for election for LDF/I&B/E Committee.

Possible bylaw change coming up at conference regarding deputies vs. corrections officers.  Bylaws don’t adequately address the issue if parent association doesn’t want corrections to come into PORAC.

PORAC building purchase – discussions how the new building would be paid for.  After some problems arose with financing, PORAC paid cash for the new building.

Region II is chair for conference this year in Monterey .  No past presidents lunch.  Need tickets for aquarium, no exceptions.

National Police Museum/Memorial in DC requested donation of 100K from PORAC.  Have to secure ˝ of funding in 5 years.  Will be presented at conference to make a contribution of 500K.  100k per year for 5 years.

I&B

Dave French reported I&B met with Standard Insurance, and they are looking at bringing in more of the administration and some claims processing to improve and smooth out some of the processing.

LDF

Schlenker provided report that was given to the PORAC Board in San Diego .

Service Providers

Mastani’s Office reported on San Francisco case where a deputy obtained a restraining order against his supervisor.

Association Reports

Calaveras reported on budge problems.
