1. Minutes from June 2002 meeting presented by Souza, Motion to accept by Beintema,2nd Paul Brown, motion carried

VI. Treasurer's report

1. Paul Brown presented report, Valley Chapter account balances: General acct - $14,398.35; PAC Acct - $32, 251.72. Motion to accept report by Paul Brown, 2nd Beintema, motion carried

VII. Old Business

1. Folsom Corrections Officer requested money for assistance in legal defense, board decided based on past practice not to get involved, Ridenour brought to membership in case there were different feelings, none, died lack of interest.

2. Associations requesting assistance to attend PORAC Conference

Kevin Bertalotto - Stanislaus County DAI asked assistance, 2nd Beintema, motion to pay for Registration and room carried.

Tracy Busby - Calaveras DSA asked assistance, 2nd Beintema, motion to pay for registration and room carried

VIII. New Business

1. Proxy Vote Designation for PORAC Conference - get in by September meeting

2. PORAC Conference Scholarship - get applications in by end of month

3. Ridenour discussed Chapter sending board to conference, past practice, Motion by Beintema, 2nd Bertalotto, motion carried. Motion covered paying for registration, room, & per diem

IX. Executive Director's Report

1. Paul Brown discussed executive director's meeting in San Diego two weeks ago, Governor Davis was there and thanked PORAC for endorsement

2. Speaker of House - WESSON - formed commission on Police Conduct, Clancy involved,

3. Clancy Faria addressed group -

INGLEWOOD INCIDENT - the commission on Police Conduct is an immediate response to what was seen on TV, Speaker of the House Dan Wesson put together - very liberal board makeup, to look at four things:

1) Psychological aspects of policing, 2) Training, 3) Videos in Patrol Cars (funding), 4) Protection of whistle blowers (break code of silence).

Wants hearings done by Jan 03, legislation proposed by Feb 03!

4. SB 402 - California Supreme Court accepted to hear case, anticipate decision one year out, will be filing amicus briefs, legal opinions are it will be lost, PORAC looking at other options

5. POST RECORDS - LA times filed writ asking for POST training records of officer in LA including hire date, address, fire date, from 1991 to today, purpose was research effect of Rodney King incident on officers involved, POST/DOJ lost hearing in LA, now two other newspapers have joined and expanded request to include all California Officers, will be actively opposed, PORAC looking at options

6. Paul Brown discussed Inglewood POA sending out flyers for financial support of officers involved in incident

7. Paul Brown discussed PORAC building committee moving forward with plans

X. PAC

1. Kevin Bertalotto requested endorsement of Alan Cassidy for Judge, Stanislaus County, 2nd Paul brown, motion carried, need 30 days for Oakdale POA to express their opposition, this is old business next meeting. (Note: This motion was made in error as Valley Chapter already voted to endorse Cassidy for Judge in November of 2001.)

2. Dave Souza requested endorsement for Lynn Bedford running for San Joaquin County Board of Supervisors, 2nd Bertalotto, motion carried

3. Souza also made a motion for financial support of $1500 as he is far behind his opponent financially, 2nd Beintema, motion carried.

4. Tracy Busby requested endorsement for Brian Chavez Ochoa for District Attorney of Calaveras County, no association opposed, 2nd Souza, motion carried. Also requested $500, 2nd Paul Brown, motion carried

1. Susan Reilly from California Casualty pointed out survey showed they were great company

XIII. Provider's Reports

1. Luis Beltran from Goyette's Office discussed AB 2367 - Divorce Bill which affects officers during divorce relating to how retirement issues are handled, allows officers to buy out former spouses. Beltran also discussed PERS took hit in stock market and recommended associations watch out for employer rate on retirement contributions.

XIV. Association reports

1. Stanislaus DAI has whole new board with Kevin Bertalotto as President

2. San Joaquin DAI recently re-elected entire board.

3. Sacramento POA - chief is an applicant for LAPD. Due to 3%@50, city is hiring back retirees, POA has filed writ to block, hearing is pending

XV. Good of the Association

1. Nominations for Valley Chapter Offices next meeting. President, Vice President, Treasurer, and Secretary are up for nominations.

2. Region II meeting next month in conjunction with the Valley Chapter meeting.
