Old Business:
Vice President Walker:
By-Laws Committee Update - Handed out a rough draft of the by-laws the committee has been working on. Asked membership to read over the by-laws. Requested no motions be made on the by-laws at this time, saying that by-laws would be sent up to PORAC counsel to review and make sure that they were in concert with PORAC state by-laws and legally accurate.

Motions and Voting on Minutes - Discussed the question brought to the floor by Joe Schmit regarding who was eligible to make a motion and vote on the previous months minutes. In his question, Joe wanted to know if the Valley Chapter By-Laws mentioned the procedures for a member who did not attend a previous meeting making a motion to approve, or voting to approve said minutes at the next meeting. Joe cited that a person who did not attend the meeting would not be able to tell if the minutes were accurate.

Steve Walker mentioned that as attendees to the Chapter meetings, we are each a representative of our respective organizations. Being that the Chapter makes the minutes available for viewing ahead of time, the representative could have received direction from the person who attended the previous meeting that the minutes were correct. Additionally, PORAC state operates in a similar manner to the way the Chapter currently operates in regards to review and approval of minutes at the Conference.

Steve suggested that the matter should be handled by the chair, instead of creating a hard rule in the by-laws regarding the issue, as it is conceivable based upon the geographic make-up of the Chapter that one meeting could be attended by entirely different people from another meeting. Discussion ended with this direction from Walker.

New Business:
Joe Schmit:
Galgiani Fundraiser - Announced he received an invitation to attend the yearly fundraiser for Galgiani and suggested that the Valley Chapter should consider attending. The date of the fundraiser is set for April 26 and will start at 1730 hours. Tickets are $35.00 each

Steve Walker:
Memorial Service for Sgt. Wignet of Ripon PD - Memorial service and funeral will be held on Tuesday, April 17. Staging for the procession will begin at 0900 hours and the service will take place at Big Valley Church at 1100 hours. There will also be a viewing on Monday, April 16 from 1700-2000 hours at Ripon Christian High School.

Randy Beintema:
PORAC Progress - The full Board met at Symposium and will meet on April 16. PORAC is currently watching around 172 bills that have been introduced. PORAC will also be posting a link to the Pension Committee of which President Cottingham is member to the web site when it becomes available.

Peace Officer Memorial Week - Legislative day will be on May 02 with a reception at Chop's beginning at 1730 hours. The full Board will also meet on May 04.

Spielbauer - Santa Clara County has filed a motion for review with the California Supreme Court. PORAC and LDF have decided to take no position in the matter.

Association Reports:
San Joaquin County DSA:
Rex Yturri has been elected as the new president of the DSA. Negotiations will be starting shortly. One of their deputies was shot in the leg last month and will make a full recovery.

Stanislaus County DSA:
Will be sponsoring training with Phil Trompeter in August. More details will follow.

Yolo County DSA:
Ilsa Von Leden has undergone spine surgery. Anyone wishing to send her good wishes can contact Gary Messing to get her cell phone number.

Next Valley Chapter Meeting:
Will be hosted by Yolo County DSA and will be held at Ludy's Main Street BBQ in Woodland on February 08, 2007.
