1. Motion to accept minutes by Beintema, 2nd by Victor Sanchez, Motion carried.
VI. Treasurer's Report
1. Andy Schlenker reported that we have $13,212 in our general account and $23,016.04 in our PAC account. Andy report that the cost of paying for meals for PORAC members at the meetings has not significantly impacted our general account.

VIII. New Business
1. Ridenour spoke of Peace Officer memorial on Friday May 4th, in Sacramento. Urged attendance.
2. Valley Chapter has a new fax line: 209-238-3584
3. Ridenour announced that PORAC will be endorsing Mark Smith for CalPERS Board of Administration. Mark Smith spoke about running for the board and requested help in getting signatures for petitions. Victor Sanchez made a motion for the Valley Chapter to endorse Mark Smith. Seconded by Randy Beintema. Motion carried.
IX. Reports
A. PAC/OGA:
1. Beintema spoke of new legislation. SB90 raises cap on PERS from 85% to 90%. PORAC is supporting, League of California Cities is opposed. SB424 authored by Senator Burton would make lower back injuries presumptive for peace officers. PORAC is supporting this bill.
2. AB262, Clean up legislation for medical benefits for children of peace officers killed in the line of duty. Beintema made a motion for Valley Chapter to send a letter supporting this bill. Seconded by Smith. Motion Carried.
3. Beintema discussed retirement drop bills. There are several versions out there.
4. On May 2nd there will be a PORAC sponsored legislation day at the Capitol. Contact PORAC if you're interested in attending.
5. Beintema stated that double digit raises in health care plans are coming for this year.
B. Insurance & Benefits
1. None
C. LDF:
1. Andy Schlenker discussed the new LDF plan to cover some costs of binding arbitration. Associations will be getting info in the mail.
D. Service Providers:
1. Casey Clark (Mastagni, etc.) Spoke of lawsuit on behalf of Sacramento POA over academy recruits not being given overtime.
2. Chris Miller (Mastagni, etc.) spoke about a bill to allow for HIV testing of subjects that were not arrested or charged with a crime if a peace officer may have been exposed. Current law only allows testing if the subject was charged with a crime.
3. Paul Konsdorf (O.E.3) spoke of a case regarding sexual harassment.
E. Association Reports:
1. Sac POA may be going to binding arbitration. Victor Sanchez also talked about Sac POA's efforts to form a recruiters association. Victor will be writing an article for PORAC magazine on this subject.
2. Greg Simpson, of RPOAC spoke and encouraged retired officers to join RPOAC.
3. Dave Markss reported that negotiations for Colusa DSA are still in progress.
4. Adam Christianson reported the Stanislaus DSA is still in negotiations.
5. Doug Ridenour reported on Clancy Faria's announcement that PORAC now has over 50,000 members.
