Old Business:

Updated Chapter regarding Officer David Waite from Tracy POA, who passed on March 05. Said his wife is doing good under the circumstances and thanked everyone who contributed, saying the trust fund is doing well.

New Business:

Informed the Chapter that Sacramento POA is holding pocket endorsements for Darrel Steinberg, who is running for state Senate District 6 and Dave Jones who is running for state Assembly District 9.

David Reeder (Stockton PD):
Stockton Police -
Back in 2001, officers responded to a call regarding child abuse. With direction from their Sergeant, the officers took the kids to Mary Graham Hall. CPS took the case and placed the kids in foster care for four years. The officers in the case acted well within policy. The father sued and thanks to a sympathetic jury, received a judgement that fines each officer 1 million dollars and the city $600,000. The city attorney has informed the officers that the city will fight for them and appeal.

Randy Beintema:
The EBoard met in San Diego at the Symposium. Not much was on the agenda. Randy touched on several areas briefly
Jessica's Law - Although it has a favorable look at face value, there are numerous holes in it. Primarily of issue is how localities will be reimbursed for the expense of following through with the law, or even if the locals will be reimbursed.

Jail Bond - This particular bond will funnel funding through the CDC. Counties will not receive monies, as they will be required to take certain inmates of CDC choosing to be housed locally.

Phil Angelides - Although endorsed by PORAC, there is a concern that he has expressed a desire to create a mandate that would require CalPERS to invest 5% into California.

Legislative Day and Memorial Day - May 3rd will mark the PORAC Legislative Day at the State Capitol. May 5th will be the state memorial in Sacramento.

Police Officer Memorial Week - National Police Officer Memorial Week is approaching and will begin on May 13 in Washington D.C..

Service Providers:
Luciano Beltran (Goyette and Associates):
Stanislaus County Sheriff -
Discussed a recent officer involved shooting, in which the deputy conducted a traffic stop on a subject who lied about his identity. When the deputy went to place the suspect in custody, he resisted arrest and went for a weapon. Deputies fired upon the suspect. The deputies did a great job and are doing fine.

Gary Messing (Carroll, Burdick and McDonough):
Tuolumne County -
DSA is currently in negotiations. Deputies are looking to receive 25% over 3 years. Corrections and DA Investigators are slated for 3%@50. However, the county wants to eliminate the zipper clause in the contract. Despite a great contract, the association has voted not to accept the contract unless the zipper clause is maintained. They are currently at impasse over the clause, but there is possibly some talks in the works.

Merced Police - Merced PD has negotiated a sweetheart contract. Officers signed a 4 year contract totalling a 40.5% increase. 21% of the increase is to be issued during the first year of the contract. In addition, they have negotiated major incentive increases. Lead Dispatchers and CSO's are also slated to get a 28% increase.

Davis Police - Davis Police are under scrutiny after a Muslim girl was arrested after committing a hit and run. The family has slandered the officer and department in the papers, however, the judge has signed a gag order prohibiting the city, or the attorneys who are fighting for the officer to defend the accusations and slander that is happening. In addition, this case is being used to spearhead the effort to form the controversial citizen review committee.

Will Yamata (Mastagni, Holstedt, Amick, Miller, Johnsen and Uhrhammer):
Roseville POA -
Tentative agreement has been reached in a 70 officer FLSA settlement in which county will owe almost 200,000 in back pay.

David Mastagni (Mastagni, Holstedt, Amick, Miller, Johnsen and Uhrhammer):
El Dorado County -
POBOR case out of this county for administration failing to put officers on in discipline cases. County has agreed that it will include factual descriptions.

Association Reports:
Calaveras County DSA:
Currently in the middle of negotiations. The Sheriff is running unopposed in the election and there are 2 Supervisors seats up for election.

Amador County DSA:
In the middle of an intense Sheriff elections, with one of the candidates being a current Sergeant. Also in the middle of negotiations and a District Supervisors Election.

San Joaquin County Probation:
Currently in the middle of negotiations. Also trying to dump SEIU and form their own union.

Stockton POA:
New Chief, Wayne Hose is on board. Since his taking over, the department is doing well and has a whole new attitude.

Yolo County DSA:
A lot of little things going on. One of their administrators went to the FBI Academy. During his absence, things went downhill quickly. Upon his return, things have gotten better.

San Joaquin County DSA:
Currently in the middle of a very heated Sheriff race with 5 candidates up for election. Additionally, 2 Supervisor positions are up for election.

Tracy POA:
Working on developing a strong recruitment and retention plan, due to recent out flow of officers to other agencies and lack of ability to fill open positions.

Good of the Association:

Reported that the web page has really taken off and is now averaging 389 hits per week. Prior to October 2005, the web site averaged 2 hits per week. The web site was started in June 2003. Between June 2003 and September 2005, the page had a total of 14.06 megs of data transfer. From October 2005 through April 2006 (excluding Jan and Feb 06), the page has had a total of 141.54 megs of transfer. This information shows that the web site is affective and word is getting out.

Next Valley Chapter Meeting:
Will be hosted by the Yolo DSA on May 11, 2006 at Ludy's Main Street BBQ in Woodland.
